Course Overview : Training of Trainers on: Management of Linemen Training for Rural Electricity Supply Systems
WORKSHOP INTRODUCTION:

One of the areas of focus under the South Asia Regional Initiative for Energy Cooperation and Development (SARI/Energy) Program of USAID is improving both access and quality of electricity distribution to rural areas for which there has been a growing concern in South Asia region, this is reflected in new policy initiatives & distribution targets in many of these countries.

To address the above, an institutional framework of rural energy training institutions and their counterpart utilities was established under the SARI/E Program in July 2004. This Rural Energy Training Network (RETN) is a dynamic group of institutions and distribution utilities from Bangladesh, India, Nepal, Pakistan and Sri Lanka, dedicated to delivering improved rural electricity services – which builds upon experiences in rural energy delivery mechanisms in the region. The aim of this Network is to build upon the unique strengths of its partners to share best practices, training curricula and materials, research, and technology to address the critical issues of rural energy services in South Asia through capacity building and training interventions.

The course, third in the series of training courses for RETN Partner organizations – was envisaged to share the training philosophy, approaches and practices of Rural Electrification Board (REB) Bangladesh, which has an extensive and rigorous approach towards training of all its stakeholders. Further, staff training is clearly tied to career advancement in REB, which ensures that training is actively integrated into REB’s operations.

Training Program for lineman is one of the most successful and comprehensive training initiatives of REB –which has contributed to reliable supply of electric power to the rural cooperatives. The course aims to develop an understanding amongst the participants on REB’s approach to managing and implementing training of its line crews, the nature of training modules and methodology, and its linkages with the career development.

The lead for organizing the Training Courses is taken each time by one of the RETN Institutional partners (the first Course was conducted at REB Bangladesh while the second Course was conducted at Institute of Rural Management Anand, India). The current Training Course is being organized in association with the Community Rural Electrification Department (CRED) of Nepal Electricity Authority (NEA).

WORKSHOP TOPICS & METHODLOGY:

The broad outline of the Training Course is as follows:

The career development plan for Line crew (covering a span of 15/18 years ) in REB, including:
a. Recruitment & Selection Policies
b. Nature of Training courses at different levels in career
c. Promotion procedures and its linkages with training

Training Modules for line crews:
a. 4 modules: Basic course; construction of lines; operation and maintenance & repair
b. Training plan; topics/coverage under each module; detail curriculum and methodology.

Nature of facilities (workshops and testing, field training, etc.) and resources required.
Visit to one of the community based systems being implemented by NEA.

TARGET PARTICIPANTS:

The course is primarily aimed at participants from the RETN Institutions and selected SARI/E Utility partners.
