PA Consulting Group

PA Consulting Group is a leading management, systems and technology consultancy, with a unique commitment to the integration of these capabilities. Established almost 60 years ago, and operating worldwide from around 50 offices in some 20 countries, PA draws on the knowledge and experience of its 4,000 employees, whose skills span the initial generation of ideas and insights all the way through to detail implementation.

PA Government Services Inc. is the arm of the PA Consulting Group that serves clients in emerging market countries. PA works as a partner with government agencies and donors in the Americas, Europe, Asia, and Africa to improve public infrastructure and environmental services. PA experts provide technical support, public policy and program assistance in key sectors such as electricity, oil & gas, water, the environment, travel and tourism, transportation and network industries. Our work links infrastructure to the economy through sector restructuring, energy and water-use efficiency, market and survey research, natural resource management and information technology.

PA’s work includes formulating national and state strategies and plans, developing policy, regulatory and pricing frameworks, managing the transition to competitive markets, promoting privatization and investment, establishing public/private partnerships to deliver energy, water, and other network services, and fostering environmentally sustainable development. We also strengthen government institutions by helping to create the legal and regulatory authorities that allow the efficient delivery of infrastructure and environmental services to both businesses and citizens. For example, PA is often engaged in writing new laws and establishing regulatory agencies that balance business interests with the protection of society and the environment.
Through our relationships with governments and international financial institutions, PA has played a vital role for over 20 years in more than 100 countries helping to improve the performance of their energy industries. PA’s work has covered all elements of the value chain in the electricity industry, including generation, transmission, distribution, supply, support and services as well as government policy. PA’s work has covered all facets of industry development, including corporatisation, commercialisation, privatisation, and competitive strategies at state, enterprise, and activity level.


Regional Partnerships

United States Energy Association

The United States Energy Association (USEA) is an association of public and private energy-related organizations, corporations, and government agencies and is the U.S. Member Committee of the World Energy Council (WEC). As a WEC Member Committee, USEA coordinates U.S. participation in the WEC, nominates representatives to WEC activities, and organizes the U.S. delegation to the World Energy Congress, Executive Assembly Meetings, Regional Energy Forums, as well as other WEC forums.

USEA is a voluntary, non-profit association of over 160 public and private energy-related organizations, corporations, and government agencies, and serves to represent the broad interests of the U.S. energy sector by increasing the understanding of energy issues, both domestically and internationally. In conjunction with the U.S. Agency for International Development, USEA sponsors the Unites States’ Energy Partnership Program, including the South Asia Regional Initiative for Energy (SARI/Energy). USEA sponsors policy reports and conferences dealing with global and domestic energy issues as well as sponsors trade and educational exchange visits with other countries.

National Renewable Energy Laboratory

The National Renewable Energy Laboratory (NREL) is the primary laboratory in the United States for renewable energy and energy efficiency research and development (R&D). The laboratory's scientists and researchers support critical market objectives to accelerate research from scientific innovations to market-viable alternative energy solutions. At the core of this strategic direction are NREL's research and technology development areas. These areas span from understanding renewable resources for energy, to the conversion of these resources to renewable electricity and fuels, and ultimately to the use of renewable electricity and fuels in homes, commercial buildings, and vehicles. The laboratory thereby directly contributes to our nation's goal for finding new renewable ways to power our homes, businesses, and cars.
