Requests for Proposals (RFPs)

Request for Proposals for Capacity Building, Research & Outreach
in Afghanistan & Pakistan

Under USAID’s South Asia Regional Initiative for Energy Cooperation & Development (SARI/Energy) Small Grants Program (SGP), Winrock International (WI), a US-based nonprofit organization, in partnership with Winrock International India (WII) and the Institute of International Education (IIE), were seeking proposals in May 2005 for projects in Afghanistan and Pakistan that encouraged regional cooperation in South Asia on issues of mutual regional concern in the energy sector.

Winrock International (WI), a US-based nonprofit organization that works in international energy and other development issues, in partnership with Winrock International India (WII) and the Institute of International Education (IIE), have issued four Requests for Proposals (RFPs) in 2003 and 2004 for projects that encourage regional cooperation in South Asia on issues of mutual regional concern in the energy sector under a grant from the United States Agency for International Development (USAID).
Under the Cooperative Research and Outreach Component, proposals were considered from pairs or teams of institutions that foster cooperative energy research and outreach by addressing regional trade issues and barriers and/or common critical problems and challenges facing the energy sector in the South Asia region.
Under the Capacity Building of Training Institution Partners (TIPs), proposals were considered from SARI/Energy TIPs for projects that build sustainable local capacity to train energy and associated sector specialists in various issues of regional energy cooperation.
 
Applicants were judged according to the following criteria:
Relevance and contribution to the objectives and activities of the SARI/Energy program
Commitment of the institution to the activity being proposed, demonstrated either by relevant past experience or through the institution’s stated mission or strategic plan
Well-defined objectives, concrete results, and clear milestones for completion
Clear plan for working/sharing results and lessons with other relevant institutions and stakeholders in the region
Sustainability of proposal objectives beyond the life of the grant
Soundness of budget
Provide at least 25% cost share
Potential for impact on regional energy development and cooperation
